A reusable pallet may be an EUDR product when sold as a pallet, but can fall outside scope from the moment it is actually used exclusively to carry another marketed/exported product and presented with that product.

Before first use
A reusable pallet sold as a product in its own right can fall under ex 4415.
From packaging use onwards
Clearly reusable packing can be excluded once it is used exclusively to support, protect or carry another product and is presented with that product.
Used / second-hand
Used and second-hand products are separately excluded by the updated Annex I wording.
