A wooden pallet can be in EUDR scope when traded as a product in its own right, but a pallet used only to support, protect or carry another product can be excluded when the Annex I conditions are met.

Two different outcomes
Pallet sold as the product
If the pallet itself is placed on the market or exported as a product in its own right, the 4415 wood-product entry can apply.
Pallet carrying another product
Specified packing used exclusively to support, protect or carry another product can fall outside EUDR when presented/used with that product.
Used pallets
The 2026 Annex I wording also excludes used and second-hand products.
Do not decide from HS 4415 alone
Commercial use of the pallet is part of the scope analysis.
